If Disk Cleanup fails to delete Windows.old folder in Windows 10, you can come back to Command Prompt to take your chance.
- Press Win key and X at the same time to call out the Power User Menu, then select Command Prompt (Admin) and allow its user account control.
- In the command line window, type “RD /S /Q %SystemDrive%windows.old” and hit the Enter key. In this way, Windows.old should be deleted successfully.

Taking this into account, you can rely on professional partition manager like partition wizard to help you.
Use the “Check File System” feature to check and fix system errors, and use “Surface Test” feature to check if there are some bad sectors on the drive. However, if all of the suggestions didn’t make sense, a clean install of Windows 10 should be the last straw.
